03.017 CAREER AND TECHNICAL STUDENT ORGANIZATION (CTSO) GUIDELINES
SECTION 03 – BUSINESS and AUXILIARY SERVICES
Affiliation dues are collected from the student. Dues are $8.00. The $8.00 is split two ways. $5.00 goes to the activity fund All School account for t-shirts and $3.00 goes into the instructor’s activity account. Dues/membership fees shall be paid in whole from the General Fund account 2199. All students will be enrolled in their respective CTSO if they have umbrella pricing option, but only students that complete the CTSO application by the deadline will need to pay the $8 membership dues. State and regional contest registration shall be paid for the student out of the General Fund account 2199. Student lodging and meals shall be paid 100% from the instructor’s activity fund. Meal reimbursement is up to each instructor. If the instructor chooses to take the students to an activity not associated with the contest, the expenses shall be taken from the activity account.
Students must place first in a state contest to attend a national contest and receive the 80% school funding. Students who place lower than first place may attend national conferences if 100% of the expenses are funded by the program’s activity account or other sources. If the instructor has no other student attending, the school will not pay the instructor’s way to the conference from the general fund. Activity accounts may be used for the instructor’s expenses.
The school shall pay 80% for a maximum of five students who win first place at a state team competition to attend a national conference. The program’s activity account shall pay the remaining 20%.
In a rare instance a program may belong to more than one CTSO, that program shall receive 80% school funding to send students to compete at only one national conference.
Students who placed first at a state CTSO contest must have competed against at least one other technology center at state to qualify for 80% school funding to a national conference.
HOSA and BPA allow the 1st, 2nd, and 3rd place contestants the opportunity to compete at Nationals.
100% of 2nd and 3rd place winners must be paid for out of program activity fund accounts. 2nd and 3rd place winners may register for nationals as long as 100% of the travel and registration fees are available at the time of registration in the student activity account to cover the travel for the student. Registration of 2nd and 3rd place winners is not dependent upon 1st place registration. 20% of the funds paid by the program must be available to cover travel and registration expenses.
Students attending a national conference must make a personal deposit into the program’s activity account of $100 before any arrangements will be made. Following the conference after all bills are paid, if activity funds are available, the student will be reimbursed the $100 at the instructor’s recommendation.
Students who qualify to go to National contest, but was not a 1st place qualifier, will be paid 100% from the instructor’s activity fund. The instructor expenses will also come from the activity account.
The instructor expenses for all contests will be paid at 100% from their instructional budget except for those going to Nationals who did not have a first-place winner.
